Frequently Asked Questions

  • Q. What are the current association dues?

    A. Dues are currently set at $300 annually due June 1st. Invoices are emailed (mailed if email address is missing) by May 1st each year.

  • Q. Can I put up a Fence?

    A. Fences are allowed in Rose Creek but they must first be approved in writing prior to construction. Approved materials are Trex Composite, Bufftech Composite, Cedar, and Aluminum Rail. Golf course lots bust be spit rail cedar or aluminum rail. If a fence is installed without approval it would need to be removed at the owners expense.

  • Q. Can I own an RV, Boat, or other toy?

    A. Yes you can. However, they are not allowed on any lot without prior written approval (unless garaged). Approval is typically granted for loading and unloading purposes.

  • Q. Can I build an outbuilding?

    A. Outbuildings are allowed but, like fences, they must first be approved by the Board of Directors in writing. Please reference the following document that outlines conditions for building an outbuilding. Rose Creek Structure Conditions

  • Q. Can I park in the center of the circle?

    A. According to city parking codes, parking in the center of a cul-de-sac or parking perpendicular to the curb can result in a ticket. Any member of the Association may contact the Fargo Police Departments non emergency line to report the issue. We ask that neighbors work with each other before calling the Fargo PD. If you are having a party or other event, talk to your neighbors first to ensure it is ok with them to park in the circle.

  • Q. Why is there a camera at the entrance?

    A. In 2015 the neighborhood voted to have security cameras installed at each entrance to have a record of people entering and exiting the neighborhood. There have been thefts in the past and it is important to know who is coming and going should another incident happen. The footage on the camera can only be viewed if requested by a member of law enforcement. We will not check to see if your child made it home by curfew.

  • Q. Are the covenants legally binding?

    A. Yes they are. The covenants are recorded in the Cass county records and are legally binding. This means that when you purchased a lot or a home in Rose Creek, you became a member of the Association and are legally bound by its covenants.

  • Q. Can I rent my property?

    A. Rentals are strictly prohibited in Rose Creek. Should the board become aware of a rental property, the property owner will be notified and/or fined until the matter is resolved.

  • Q. Is the dike public property?

    A. There are many sections of the dike that were not acquired by the city and are private property. However, the Fargo Park District still owns a lot at 2216 Centennial Rose Dr S.

  • Q. Can I leave my Garbage bin outside?

    A. Garbage and Recycling bins must be kept in a garage or other enclosure to hide them from anyone’s view. Please do not leave your bins out for an extended period of time.

  • Q. Where can I get parts to repair my mailbox?

    A. Our mailboxes were purchased at https://www.budgetmailboxes.com/whitehall-balmoral-monogram-mailbox-post-package Parts for the mailboxes can be ordered there as well. For installation, contact Kowalski Brothers Home Improvement (Jared) at (701) 484-2414

Current Projects

The Rose Creek development is somewhere in the neighborhood of 30 to 35 years old depending on which addition of the development your home is located in.  Following is a list of projects that are needed over the next 3 to 5 years to maintain the Rose Creek neighborhood in the best possible condition.  With current expenses increasing and with these future expenses for the following projects, an association dues increase was unanimously approved at the last annual meeting on April 22, 2021 by those members in attendance. These projects will help with maintaining the appearance of the neighborhood and also with helping to preserve the property values of our homes.

  • Entrance Landscaping Refresh—With the development being 30 years old the plantings at our entrances need to be removed and replaced.  The trees are doing great and will not be replaced on the islands.  This project will probably take 2 to 3 years to complete depending on funds available from annual dues. We hope to be able to remove some of the plantings that are in poor condition and do some other clean up this year. Depending on available funds left this year.  (Project to be completed in 2022 and 2023)

  • Paint Entrance Island Faux Bricks and Signs—This is done every 4 to 5 years to help maintain appearance at the entrances.  (Project to be completed 2021 and 2022)

  • Build a Reserve Fund for Future Tree Removal and Replacement—this is a long term project that will be determined on how long the evergreen trees live.  According to the City of Fargo forestry department all of our evergreens (100 trees total) have a needle disease that will eventually lead to the trees dying and will need to be removed and replaced.  This will be an expensive project so the board believes that building up a reserve fund will prevent future assessments to accomplish this project. (Project to be completed as tree dying process dictates)
